Member Recognition and Complaints

Member recognition (above and beyond) and member complaints will be considered before other business. This will allow members that are interested or involved with either to leave without having to sit thru the entire meeting.

Consent Agenda

Newly proposed agenda items appear in the consent agenda. Any member present at the meeting may pull an item out of the consent agenda for discussion, at which point it goes under "New Business". If nobody objects to the solutions presented by the consent agenda, everything in the consent agenda passes by consensus. Items that have more than one proposed solution should be moved to the "New Business" section.

Any member may edit this wiki page and place an item on the agenda. However, discussion of agenda items should be done via the forums. The cut-off time for addition to or revision of the consent agenda items is 48 hours prior to the meeting. Please note, agenda items (Consent, New, or Old) that request spending $250 or more must include a section on "Relevance to our tax exempt purpose".

Correct Committee tag requirement in Committee responsibilities rule (Luke Strickland)

Problem: Rule currently numbered 9.3.7.4 incorrectly states:

"Each committee will need to maintain a page on the wiki with at least the following information: ... 4. The category tag [[Category: Proposed Committee]].

This tag is not applicable to active committees and is inaccurate.

Solution: Modify section 9.3.7.4 to state:

Relevance: Prevent inaccuracies on the wiki that would be required by the rule

Apply "Committee Rules on Wiki" requirement to proper DMS rule (Luke Strickland)

Problem: Board resolution (requiring committee rules on wiki) passed as written on 5/21/2018 was for wrong-numbered rule.

Solution: Apply Board resolution "New Business 7.4 from 5/21/2018" (committee wiki page) to rule 9.3.7 (committee wiki page) rather than rule 9.3.6 (committee leadership positions) as stated in the original proposal.

Relevance: Prevent inaccuracies on the wiki that would be required by the rule

Appoint Dwight Spencer As Current Software Development Committee Chair (Dwight S.)

Problem: Previous chairs of the Software Development Committee has been negligent in their duties.

Solution: Doing the previous Software Development Committee meeting the committee voted for Dwight Spencer to become the Chair.

Relevance: Improves Software Development Committee's standing in the community

Add Chris Marlow to D & O insurance (Kris Anderson)

Problem: As head of the Expansion group DMS needs to protect Chris Marlow with D & O insurance.

Solution: Add Chris Marlow to our D & O policy

Relevance: Protects Chris Marlow from liability while running the Expansion Group

Provide Monthly Stipend to Fired Arts (Chris Cooper)

Problem: Consumable tooling and supplies in Fired Arts are being depleted and damaged with replenishment funded primarily from class honorariums, thus reducing the budget for capital purchases. Further information: http://bit.ly/2teq3rL

Solution: Provide Fired Arts with a monthly stipend of $200.

Relevance: A monthly stipend will allow Fired Arts to better maintain the committee space and tools while properly reserving funds for our capital purchase needs.

Initiate Monthly Allocation for Science Committee (Josh Melnick)

Problem: Science Committee needs funds to maintain adequate inventory of consumables, maintenance of machines, and in the near future chemical disposal services

Solution: Provide the Science Committee a monthly stipend of $200 to keep adequate levels of supplies and maintain equipment.

Relevance: Supplies like gloves, vials, solvents and class materials are consumed for classes and by users of committee space and users of warehouse. Equipment needs maintenance. Science Committee is moving towards installing proper chemical storage and disposal systems. Providing these funds will allow for these. 

Funds For Printmaking Committee - Initial Budget (Matthew Mulherin)

Problem: With the recent formation of the Printmaking committee, we currently have limited cash for purchasing equipment and consumables.

Solution: Allocate $2,500 from the general fund to the Printmaking committee.

Relevance: These monies will allow for the further development of the Printmaking committee through being able to provide equipment and consumables for use.

DMS Work on Firearms Policy (Kessinger )

Problem: DMS has a blanket no work policy. This is an interim policy.

Dallas Makerspace Policy on Working on Firearms

Personal Carry: This policy does not affect in any way the right of an individual to lawfully carry a firearm as permitted under Texas law. It does affect the ability to work on or make modifications to a legally carried firearm at Dallas Makerspace.

All work on firearms, as defined by Dallas Makerspace, is STRICTLY PROHIBITED unless there is a specific policy exemption listed.  “Firearm” as used by DMS is more expansive than the BAFTE, Texas or other legal definitions.  These other legal definitions do not control at Dallas Makerspace. Included within the definition of work is gunsmithing work done on a firearm as defined by Dallas Makerspace, except when done on an exempted component.

Violation of this policy may result in expulsion and possible referral to the AFT. 

General advice:  If in doubt, do not bring it into DMS. Accidentally bring a firearm or replica to work on it is not a defense and may result in expulsion.

Included in this definition are all components that attach to a firearm to unless specifically exempted. Parts from non-firearms such as replicas that are interchangeable with a firearm are deemed to be firearm parts by DMS and are included in this definition, unless specifically excluded or exempted. 

Material or methods of producing is not the determining factor as many firearms today are produced of various materials and processes.

Replicas: replicas are meant to look and mechanically act like a firearm and the inability to readily differentiate the two means they and their components are NOT EXEMPTED and are prohibited like firearms. 

Suppressors/Silencers:  All work on these or their components are STRICTLY PROHIBITED.

Reloading:  Reloading and activities associated with reloading including but not limited to: casting bullets, processing cartridges, processing cases, bringing “gunpowder” or primers into DMS is STRICTLY PROHIBITED

Exempted Components and Pieces Excluded from Definition.

Items specifically exempted below may be worked on at Dallas Makerspace:

1.       Devices that propel a projectile by means of mechanically stored energy: pneumatically, mechanically compressed gases (e.g. BB gun, Paintball gun), springs or stored kinetic energy including torsion (e.g. spring guns, Nerf guns), mechanical action (e.g. finger on squirt gun, percussive energy transfer) or electrical energy (e.g. rail gun), are not included as firearms and are permitted and are exempt except that any parts that are interchangeable on a firearm and are not exempted (e.g. sighting devices).  Included are creations that incorporate the above exempted projectile methods (e.g. model battleships that fire projectiles to sink each other)

2.       Slings and attachments on the sling side of the attachment point. See Note 1

3.       Any off-the-shelf fastener that is not specifically designed for use on a firearm.

4.       Mountable scopes or other sighting devices (e.g. lasers, flashlights) that mount to a firearm but are not integral to the original design of the firearm.  See Note 1

5.       Bi-pods or other attached firearm supports if detachable without tools, (e.g. spring loaded, wing nuts, hand screws, detents)  See Note 1

6.       Bare Stocks and Grips: Must be completely stripped of all other components that attach to a firearm, (e.g. building grips or a stock from materials is permissible.  Check fitting at DMS to a firearm is not permissible). See Note 1

7.       Props, cosplay, or other types of objects that are made to resemble a type of fantasy gun (e.g. Sci-Fi or Steampunk). These are not included in the DMS definition of firearms and are therefore exempt.  Note: to the extent that any parts are interchangeable on a firearm they do not qualify for the exemption.  Exempted items, e.g. sighting devices, may be used and worked on at DMS

8.       Creations or devices that are not DMS defined firearms or replicas may incorporate any of items specifically covered by an exemption and may be worked on.

 Note 1: Must not be attached or reattached when brought into DMS.

Assembly or Check Fit: Exempted Firearm components onto a DMS defined firearm, component, or replica is NOT permitted within DMS as this may be deemed assembly by the BATFE.

Suppressors/Silencers:  All work on these or their components are STRICTLY PROHIBITED.
